Outlook email stuck in outbox intermitent

email gets stuck in outbox on an intermitant basis. I
often have to shut down the system (not reboot) at which
time a get a outlook.exe not responding message and often
a W not responding message. Eventually the message exits
the mailbox.

I am using Earthlink email passing through my Charter
cable ISP. Not sure if I have the right settings.

Can anyone help?
