Outlook->Explorer redirect links not working

A very specific problem that implicates Outlook and Explorer. Any
help in narrowing down the source of the problem would be helpful.

My business uses a vendor to send HTML e-mails. Links in the e-mail
start out looking like this

www.server.com/documents/thisone.pdf#destinationname (I'll call this
"link A" from here on)

are replaced with links that point to the vendor, like this
www.emailvendor.com/links/
aashsjkdfha234785jkhswd8234rhwe8rf3q4jkltrhgf89we4 ("link B")

Using this substitution, the vendor is able to record the hits. The
redirect to the true link is instantaneous and not noticable to the
user.

This problem concerns links to PDFs in which we are specifying page
numbers or "destinations" Destinations are like a bookmark inside a
PDF, and can point to a page or a specific location on a page.

When using a PC, Outlook 2003 SP2, IE6 and the current version of
Acrobat, the link in the sent e-mail fails to bring up the specific
link location. Instead, it goes to page 1.

Outlook, internet Explorer and the redirect links are all essential
here. The problem goes away if any one of these things is changed"
- If you view the e-mail using a web interface through IE, everything
works as it should.
- Save the e-mail to disk and open it in IE. Works fine
- If you paste the redirect link (B) above into IE, it works
- If you use Firefox or any other browser, links from Outlook work
fine
- If you force the vendor to send the e-mail with the direct links,
all those links work fine (but then you can't track usage)
- The problem does not occur with Acrobat 5 or 6, either.

Since most people we are sending to use Outlook, IE and Acrobat 7 or
8, this is a serious problem. Can anyone identify why this might be
happening?
