Can anyone tell me how to access my outlook express from a
public computer when i am away from home?

Outlook Express is a mail client which resides on your machine. What you are
REALLY wanting to do is to access your MAIL ACCOUNT with your ISP.
Go to their website and see if they have a webmail service.
