Outlook express and Netscape messenger problem

Under internet option in IE, I have selected Outlook
Express as my default mail service. However, when I
choose to contact a commercial web site and click on
their "contac us" button, Netscape opens up with the
Netscape messenger window for my email queary.

How can I prevent Netscape from opening without deleating
the program from the computer. My ISP can not figure out
the problem so I am asking for some brilliance here.

I have IE and Outlook Express 6.0 and am using Windows XP,
home edition

Within Outlook Express, click on the Tools Menu and
select Options... On the General tab at the bottom you
should see Make Outlook Express your default ....
