Well, first, lets clear up what program you're using, since Outlook Express
doesn't have a 2003 version and isn't supported in this newsgroup, but
Outlook does and is. If you go to Help - About in the program, is it
Microsoft Office Outlook 2003 or Microsoft Outlook Express 6.

If it is Outlook Express, I'd recommend:
a) Contacting your ISP to verify the server is currently accessible.
b) Temporarily disable any firewall software on the computer.
c) Ask in the microsoft.public.outlookexpress.general newsgroup since it is
a different product. Since you're also using the web based newsreader
rather than outlook express, you might want to use
http://www.microsoft.com/communitie...px?dg=microsoft.public.outlookexpress.general
(or, since you're using Outlook Express for mail, look at the steps in
http://www.microsoft.com/windows/ie/community/columns/newsgroups101.mspx for
how to set up OE to use the microsoft newsgroup server).

If it is Outlook, I'd still do A and B above, and then post back with an
update, especially mentioning what firewall software you do have installed.

error ox800ccc0f in OE usually means that either your AV incoming and outgoing email scanner is causing the issue along with any Anti Spam filtering.

Disable your AV email scanning. In some cases you might need to remove your AV program completely and then re-install it without the email scanning option. NortonAV and NIS and MacAfee are the worst culprits. Use AVD or Avast , Nod32 for a better result and performance
