Outlook Express Error Message Sending Mail

This might be a tough one, because it's only intermittant:
about 30 - 50% I try to send an e-mail from Outlook
Express, I get the following error message:

An unknown error has occurred. Protocol: SMTP, Port: 0,
Secure(SSL): No, Error Number: 0x800C0131

....anyone have any idea what's going on here?
