Outlook Express not connecting after installing Outlook.

Since installing MS Outlook on my PC (provided by my ISP)
for accessing e-mail, I've not been able to access
newsgroups because Outlook Express will not connect to
any of my mail servers or news servers. I keep getting
the following message:

A TCP/IP error occurred while trying to connect to the
server. Account: 'pop.east.cox.net',
Server: 'pop.east.cox.net', Protocol: POP3, Port: 110,
Secure(SSL): No, Error Number: 0x800CCC15

I checked config, set up new identities, deleted and re-
installed accounts, but software will not connect to any
server.
