Outlook Express slow to launch

Can anyone help me t sort-out why Outlook Express is slow
to start when I launch the program? I get about a
dozen "blings" from my computer as if the program is
trying to do something it shouldn't when I launch it, and
it takes about a minute for the program to open.

Once it is launched, everything is fine but it takes a
long time and I do not think this is correct.
