outlook express

Hi -
I am trying to use outlook express on XP to reach my pop
server through RCN. I have already put in the outgoing
and incoming server addresses (pop.rcn.com, smtp.rcn.com
respectively), however, when I go to connect I get errors
saying unable to connect, 10060, 10061, etc.
In the setup, the ports are 25 and 110.
Interestingly, if I open a command prompt, and telnet
pop.rcn.com 110; it's unable to connect. RCN says it's
not their problem.
Any suggestions? I've deactivated the firewall in XP, and
on my router, but still no connection.
I do have an active web connection through all of this.
Is this a XP problem, and do I need to reinstall office?

Normally if you are unable to telnet to the POP server then the problem is
either that a router, firewall or the ISP is causing a problem. Since
Telnet is totally seperate from Outlook Express and Office the problem most
likely is not with these programs. I would contact you ISP again and maybe
the next person you get may be more helpful and make sure to mention that
you are unable to telnt to the server.
