Outlook junk email options aren't working

I have set my Junk Email options to safe lists only, yet I continue to get
email from around the world in my inbox. I have explicitly blocked domains
(e.g., @gateway.telelogic.com) and continue to email from them in my inbox.
Please fix these functions to work as expected. My expectations.
1. Safe list. Email from anyone not indicated as a safe sender should be
placed in junk mail box. It should not go into the inbox.
2. Block domains. Email from a blocked sender should be placed in junk mail
box. It should not go into the inbox.
