Outlook mail hyperlinks and IE6-Spooky

I am encountering a strange (for me) problem with Outlook
2003. If I click on a hyperlink in an email and IE is
not running, it goes to a blank IE page and stops.
However, if IE is already running (doesn't matter what
page is up), clicking on the hyperlink works just fine
and the page opens. Not a showstopper but annoying. Any
ideas?
