Outlook Message Send Error

Upon trying to do a message SEND from within the Outlook
Outbox, the operating system (Windows XP) "hangs" and I
must shut down the computer, and then restart from
scratch, to be able to do other tasks. The error message
which I receive is "0X800CCC67". All other programs,
including Internet Explorer, seem to be working
properly. In Windows XP, Outlook Express works
properly. Does anyone know how to fix this problem?

I can't see, however, why it would hang your computer.
