Outlook Probs After Install New Hard Drive

All is working after installing a new hard drive. except Outlook 2003. Info is there: contacts, calendar, but ... Today screen flashes usual data, which then disappears. Can't access mail after send-receive runs. New entries made into calendar do not transfer via Active Sync. Other office applications prompted me to install components (word, excel), which I was able to do without CD. What is happening, and do I need to reinstall Outlook? Does Microsoft charge additional for reinstallation? I have Office 2003 Small Business Edition. and have installed it on my desktop and my notebook.
