I wonder if anyone could tell me what the above key
actually does. i believe it to be something to do with
recognising file extensions because i've been advised
that installing this key would cure a problem where
outlook would block email attachments with the extension
pfcs, however i am reluctant to install this key without
fully understanding it's impact.

It tells Outlook to check a security form in the Exchange server's public
folders to see what attachment and programming settings have been allowed or
disallowed by the Exchange administrator. If you aren't using Exchange don't
add that key. If you are the admin should be handling that.

Ken, thanks for your help. what I really need to know is ... if i install this key so I can recieve unrecognised file types will this have any adverse affect ? ie. will it leave me vunrable to viruses etc.. or can i safely install this key.

so this key tells the local computer to look in the exchange public folder for settings and configuration so would only recognise additional file types if they exist within the exchange public folder

If you use the CheckAdminSettings you have no control at all over any
attachments unless you are on an Exchange server and the server admins make
changes to the form to allow various extensions to be moved from Level1 to
Level2 or from the restricted list entirely.

If you don't use that reg key you can manually or by using one of the
attachment utilities add and manipulate the Level1Remove key to allow
various extensions. That's all described in the Web page I referenced.
