outlook rules wont stay enabled

I have been using rules along with PopFile to control my spam. Every time I
open Outlook 2002, the rules are not applied until I use the Run Now option
in the Rules Wizard. After that, all rules work fine. If I close the
program, then reopen it again, I have to use this method to enable the
rules. Is there any way to keep the rules enabled?
