Outlook Send Rule help

Hi Outlook experts,
Can anyone tell me if it is possible to set up a rule for
messages not to be sent if they didn't have a certain e-maill address
CC'd if the main address was a certain address.
For example if I was to try and send an e-mail to (e-mail address removed),
Outlook wouldn't let me send the e-mail unless (e-mail address removed)
was either also an addressee or CC'd in.
Alternatively I want a rule that would prevent me sending a e-mail to
any @melb.org.au address unless (e-mail address removed) was the CC
address.
Is it possible to acheive what I want to do?

You can create a rule that applies to when a message is sent with certain
conditions and that it will automatically send a CC to another address. This
way you don't even need to specify the CC address in the mail itself. Just
create separate rules for the different address you have. To avoid endless
sending of mails you need to add the "Stop processing rules" action at the
end of every rule you created for this.

Just a tip; don't post your real address in newsgroup to avoid (extra) spam.
