Outlook Shared Calender

I have been asked by our HR department to set up a shared calender that
only they can see.

Can anyone point me to a web site (or give instructions, but Im sure
its more involved than that) on how to do this.

Create a public calendar and grant only the HR department rights to view the
calendar.
