Outlook should thread messages using In-Reply-To

So I was having a discussion on a mailing list and noticed that Outlook 2003
was not threading all the replys correctly, a quick look at the headers and
every other client emits the following headers

Message-ID:
<[email protected]">[email protected]>
In-Reply-To: <[email protected]>

Which is in line with RFC822 but outlook it emits

Thread-Topic: My Thread Topic here
Thread-Index: AcUiiEVaDDfbewDdRr+cQR8S+58mOQAD1+Sw

This may be a better solution, I don't know, but outlook should emit
In-Reply-To for comaptibility, and fall back to using In-Reply-To if the
above two MS items are missing.
