Outlook slow sending external emails

Outlook pauses for 20 seconds while sending email to an
address that exists within user's PAB but external to the
GAL. Actually it pauses to any external address from our
organization. If the user selects the contact from his
contact list rather than just typing in the email address
the email is sent immediately. The user has had times
when his emails time out trying to send. I have changed
the timeout as a Band-Aid for now.

Client : Outlook 2000
Client O/S : Win98
Server: Exchange 2000
Environment: Mixed Mode

Any suggestions where to look?
