Outlook socket error and Hotmail

To whom it may concern,

I have a couple of hotmail accounts including that lately
keeps getting this error message when I try to get to my
emails with Outlook Express 6:

Header download for the 'Bulk Mail' folder did not
complete. Account: 'Hotmail',
Server: 'http://services.msn.com/svcs/hotmail/httpmail.asp'
, Protocol: HTTPMail, Port: 0, Secure(SSL): No, Socket
Error: 12019, Error Number: 0x80004005

This doesn't happen to any of my other email accounts
(just Hotmail). I have talked to my internet provider,
I've updated Win XP and Outlook.

Is there any way around this problem? Is it the Hotmail
service?
