Outlook Spam Filter should be able to block incoming mail based o.

I get Spam that leaks in past the filter all day from various chinese sites.
I cannot read chinese, nor do I wish to learn at this time. I'd like to be
able to include a whitelist of message encoding (i.e. western latin only) to
block all of these out.

I have OL 2003-SP1.. where do I find the options to customize this?
