Outlook template? Form?

I have a software project that is requiring an add-on involving
Outlook. The requirement is to collect data on an e-mail client
(Outlook 2003, Pocket Outlook, Smartphone & Outlook Web Access). An
Outlook form is definitely the way to go to avoid parsing, having the
user wipe out parts of your template, etc. But, what about the
requirement to run against handhelds and OWA? Any suggestions?
