Outlook Web Access - Group policy prevents New

I have successfully installed Exchange 2003 on a Windows 2000 DC and all
users have access to OWA. A recent change to group policies has caused the
following error; when a user hits the "New" button, and error message
appears stating;
"This operation has been cancelled due to restrictions in effect on this
computer. Please contact you Systems Administrator.

Up until the changes we had no problem. Which policy is likely to have
caused this problem?

Note that OWA is part of Exchange not Outlook. For further assistance ask in
the Exchange.clients newsgroup.

FYI;
-running Exchange 2003 on a Windows 2000 server is supported but not
recommended
-running Exchange on a domain controller is supported but not recommended

You might want to reconsider your configuration unless this is a testing
environment. For performance and support gain you should install Exchange
2003 SP1 on a Windows 2003 SP1 server.
