Outlook won't open after removing user from administrator group

Windows 2000 Professional, SP4, Outlook 2000 SR-1
After removing user from administrator group and adding user to power user
group, the user cannot open outlook.
On trying to open outlook, a window pops up with 'Cannot open Outlook', no
other text. Is it possible that this is profile related? If so, how do I
fix it.

I have to remove 25 users from the administrator group 20 Windows 2000
machines, 5 XP machines, and I cannot do that until I solve this problem.
A search on support.microsoft.com is only turning up references to NT 4.0
workstation with this problem.

Any help would be appreciated.
