Outlook won't send Japanese characters

I have a european edition of MS Outlook 98, I need to be
able to send emails written in Japanese. I am using IME
to convert to Japanese. But, when I place Japanese in the
subject box all get is ?????. Also the receivers of the
mail say that all the contents of the mail is
also ??????????.
Has anyone any suggestions?
