Outlook XP 2002 still has rules problem

After applying all patches (windows update and office update) that brought
my outlook 2002
up to date, the message rules is still not functioning properly. It is
inconsistent and will not
filter messages that it is supposed to filter. Already in service pack
2.
Any ideas on why this is stll happening?
