Outlook XP Ignores Choice of Account to Send Via

We have Outlook XP configured with two accounts:
(1) a POP/SMTP server
(2) an Exchange server

People use the Exchange server to store mail, share mail
folders and calendars, but we want all outgoing mail to be
sent via the SMTP server.

PROBLEM: If we use an address list on the exchange server
to make people's SMTP e-mail address available, then any
mail sent to one of those addresses gets forwarded to the
Exchange Server for delivery, instead of going directly to
the SMTP server. (We do have the Exchange Server set to
relay to our SMTP server, so the mail does eventually make
it out, but lots of mangling happens on the way which has
broken several things which would not have broken had the
messages gone directly to our SMTP server as intended).

This happens EVEN IF you explicitly select the SMTP Server
from the popup menu of accounts. The InfoBar at the top of
the message says: "This message will be sent via
<smtpserver>" but it lies ... it doesn't get sent via
smtpserver, but gets sent via the Exchange Server instead.

We have even turned off the checkbox in Define
Send/Receive Groups that allows messages to be sent to the
Exchange Server; the SMTP server is the ONLY transport
that has sending enabled. But Outlook still uses the
Exchange Server.

Google reveals the following two messages in this
newsgroup, now gone from Microsoft's web-based newsreader
so I will reproduce them here with my followup
confirmation at the end:

I have two accounts in Outlook 2002 at work. One for
exchange (my account) and one for a POP3 that allows me to
send notices out as (e-mail address removed)

I use this quite often but occasionally when I select the
pop3 account to send from (it states it will be sent by
that account) it will revert back to my exchange.

Anyone heard of this before?

When you say "it will revert back to my Exchange", do you
mean that in the
Infobar on the message it says "This message will be sent
via <your Exchange
server>", or that the message gets sent out of the
Exchange account?

My followup: The Infobar says that the message will be
sent via <the intended smtp server>, but in actual fact
the message gets sent out of the Exchange account.
