Step #1 Uninstall Norton Anti-virus temporarily

1. Uninstall Norton Anti-virus, reboot computer.
2. Test to see if the issue still occurs.
Step #2 Outlook Safe Mode
======================
If the issue still occurs, the problem may occur if the Outlook's
configuration
information is damaged.
1. Close Outlook.
2. "Start" - "Run". Type the "outlook /safe" in the name box. (without
quotation
mark, but there is a space between "outlook" and "/safe")
3. Click "OK" to start Outlook safe mode to see if the issue still occurs.
If the issue disappears, we can try following two steps to solve it.
Check Add-ins
============
Please check the add-ins in the Add-in Manager. The Add-in Manager contains
some
extensions and some extensions may cause the issue. If you see some
suspected
add-ins, please clear them to see if it helps.
(1). Select Tools (menu) ->Options->Other->Advanced Options->Com Add-Ins.
Click
Remove to remove all of the "Com Add-ins" if you have. Restart Outlook and
let me
know the result.
(2). If the issue persists or nothing in the "Com Add-ins", please start
Outlook,
select Tools (menu) ->Options->Other->Advanced Options->Add-In Manager. You
will
notice all of the Add-ins is listed.
(3). Uncheck one of the checked add-ins. This add-in will not be loaded
when you
start Outlook in the normal mode next time. Remember which add-in is
unchecked,
close and restart Outlook in the normal mode. If it's able to switch to
other
applications, it is possible the last add-in you unchecked are the cause of
the
problem.
Repeat Step (3) to narrow down which add-in is the cause. Please let me
know if you
are able to find it.
If the issue still persists, please try the following steps to rename cache
files:

If the issue still persists, let's perform the following steps to see if we
can
solve the problem.
Perform a search on your computer to find the following files:
extend.dat
outcmd.dat
frmcache.dat
views.dat
NOTE: Some of them may not exist, but it should not matter. You may also
need to
show the extension of the file and enable the "show hidden files" option in
"Folder
Options". To do this, please perform the following steps:
(1) Start-->Control Panel
(2) Click Folder option
(3) Click "show hidden files and folders" in the View tab
(4) Click "Start", point to "Search"
(5) Click "All Files and Folders" and click "More Advanced Options" and
make sure
the following options are checked:
--Search System Subfolders
--Search Hidden files and folders
--Search Subfolders
(6) In the "All or Part of the File Name" box, type one of the above files'
names
and click "Search".
(7) Right-click the file and rename the files.
"extend.dat" To "extend.old"
"outcmd.dat" To "outcmd.old"
"frmcache.dat" To "frmcache.old"
"views.dat" To "views.old"
NOTE: If you cannot rename the files, simply back them up to another folder
and
then delete them.
