Password Protected Documents between Office 2000 & 2003

I have been having many problems with Word/Excel documents that are password
protected between users that operate both office 2000 and office 2003 like
setting passwords in one version and then the password not being accepted in
the other version. Does anyone know if there are any known issues with
this? I have search TechNet but haven't found anything.
