Pasting plain text drops line breaks

Outlook has had a serious problem since the 2002 version where it arbitraily
drops line breaks when pasting plain text into a plain text message. At the
time, the KB for 2002 said it was a known issue and no fix was planned. So,
far I've searched Microsft.com in vain for an answer regarding OL2003. Does
anyone know how to fix this, or if a fix is planned for release for OL2003?
