Paths in graphics

I've got a user using FrontPage 2002. Periodically, when she sends a series
of HTML files to us, the image tags contain contain path's. This always
happens for an entire page, not just a single graphic on the page. I am
aware of several situations where path's will be put into the image tags:

1. If the user picks a graphic from a different folder than the page they
are working on.
2. If the user does a Save As and saves the page to a different folder.

Q1: Is anyone aware of other situations that would "auto populate" the path
this way?

Q2: Is there any way through settings or anything else to prevent the path's
from being put there in the first place?

If she is opening a FP web the path to the images will always be relative to the page (if the images are also in the FP web and not
in the same folder as the page)
If she is just opening a page the path till always be pointing to her hard disc relative location of the image to the page
The only way there would be no path is if the image and page are always in the same folder

The only way there would be no path is if the image and page are always in
the same folder

That is exactly the way it has been. She never opens a web, only individual
pages. Yesterday I received a page where all the graphics had a path in it.
Example: "Radio%20Broadcasting-Analog/disk.gif". The strange thing is that
she was working in the "Radio Broadcasting-Analog" Folder, and both the page
and all the graphics were in the same folder. So, why would it put a path
in there? The result, of course, was when it was uploaded, none of the
graphics showed up, because it was looking for a "Radio Broadcasting-Analog"
folder underneath the current folder, and, of course, it didn't find one.

Any other ideas?

That can come from adding images to a page that has not been saved 1st
File new page and save it before doing anything, or FP will start building paths
Folders w/ spaces are also a problem, since the spaces are converted to %20
