Permission problems with rules

I have 2 rules set up to screen for some of the more
obvious spams...Viagra, mortgage, etc. I set these to
permanently delete. When I receive an email with those
keywords, they both popped up with errors saying
that I did not have permission to make that rule. I also
received this error by turning on the generic Junk Mail rule.

Why not?
