"phantom" contacts list

when sending a new email, when I hit the "To" button,
instead of immediately going into my Contacts list of
names and addresses,it shows two "Contacts" headings (just
the words, no lists), even though I have only one Contacts
list - then I have to manually select the correct one to
get into the Contacts for the email addresses

any suggestions?
