Phishing Confidence Level (PCL)

I've had a few internal mailings lately that have been inadvertently
flagged as Spam, and had their links disabled as a result. I understand
this is as a result of a high Phishing Confidence Level (PCL) score.
Does anyone know at what point on the 1-8 scale Outlook disables the
links, and what the rules Exchange uses to assign a PCL score?
