Photo Draw doesn't load and re-instal didn't fix the problem?

Photo Draw has never worked. It doesn't even load. It comes up with an error
message and ofcourse I can send the error msg to Microsoft but that doesn't
help me. I want to finally be able to use this program so what do I do now?
