Picture Manager - only able to save as bitmap

I have used PM to resize a picture which was in JPG format. I wanted to save
it in the same format, but with a different filename but, when I went to
save, the 'save as type' box was unavailable and I was forced to save as a
bitmap. Now, when you're attempting to save a picture from the web and this
happens, it means your temp cache is full, but it's empty, so what could be
going on here? There is plenty of space on the partition I'm saving to. The
problem did not resolve itself after a reboot.

2003 Pro SP1
Windows XP Pro SP2
Partition has 50GB free space
