Picture Manager + Outlook Express 6 attachments not able to be ope

Suddenly any e-mail picture attachments cannot be opened by Picture Manager.
First all that appeared was a white envelope in the middle of the screen.
After tweeking, who knows what, all I get is a screen of icons and addresses
from unknown websites. Between clicking on the attachment icon in the e-mail
and seeing the meaningless icon, address Picture Manager screen, ThePicture
Manager Icon appears fleetingly. I have run the detect and repair utilities,
reverted to Default settings. Nothing works. Any help will be greatly
appreciated.
