Picture Manager should let me convert pictures between formats.

Whenever I 'print-screen' and enter clipboard copy into picture manager
(office 2003) it defaults to bitmap. This is OK but would like the ability
to 'save as' a jpeg file format.

Select the picture, click File, click Export, pick file type.
For more info see Picture Manager Help, "file format". Perhaps before
asking for new features you should see what is available.

In IE, Tools, Internet Options, delete your Temp Internet Files.
