If you're talking about the document produced by the Pleading Wizard, the
line numbers are in a text box anchored to the header, so yes, they're a
sort of watermark, and you won't see them in Normal view (nor would you see
ordinary line numbers, either).

Since the Numbers always appear in the Document,
I am guessing that you mean them to PRINT:
Tools>Options>'Print' Tab
Half-way down under 'Include with document'
Check the box 'Drawing Objects'.
