Popup Calendar reminder to work without outlook 2000 open

I am sure this has been asked before and I did some searching but
didn't find a tool or way. But I would like a utility to something to
popup Outlook 2000 calendar reminders without Outlook 2000 running.
As far as I can tell, I need Outlook running in order to be reminded.

Is Outlook 2002 this way or does that come with a service that will
remind out without it running?
