Where can I download the Portuguese Spelling Tool for Office 2000 ?

You can't, at least, not the official MS proofing tool. For one
thing, they aren't being produced anymore, and for another, these
tools have never been made available for download.

You can try to purchase the Microsoft Office Proofing Tools CD for
Office 2000 from someplace like Ebay. Other than that, you can search
the Internet for tools made by third-party companies.
