powerpoint 2003 moving objects under objects

Given a small rectangle under, and completely obstructed by, a large
rectangle, can I move the smaller rectangle without bringing it to the front
of the larger rectangle? I can use Tab to selected the smaller rectangle.
Once selected, I can change the size but a click and drag will always move
the large rectangle. Once selected, I can use arrow keys to move the smaller
rectangle but I want to use the mouse. I'd be happy with "locking" the
larger rectangle if that would help but I don't know how to do that either.
Any suggestions out there?

If you are desperate to use the mouse the only "add in free" way I know is to
temporarily set the front shape to "no fill"

I always use "select multiple objects" tool and arrow keys.
