PowerPoint should allow text to be outlined in solid black

When using pictures as the background and text on top, it would be nice to be
able to have outlined text. PowerPoint should be able to set the thickness
and color of the outline. This would increase the legibility of the the text.

That's a good idea.

Plus all those other 'TV' text effects to make things more legible.

I use PPTXtreme's Softshadow (www.pptxtreme) add-in to do just that (and
more). Turns the text into a .png image with a photoshop quality shadow. I
then apply a second shadow set at the opposite/negative coordinates (eg -10
by -10) to create an outer glow effect. Text can be reverted to editable PPT
text with add-in installed.
