As feature might change with different versions, posting which
Powerpoint version you are using would probably enhance the ability of
someone tailoring their reply to more precise directions.
Procedures might be different if you are creating a background for the
entire presentation or creating a template.
For a single slide, probably something similar to:
Insert | picture | from file (in main program menu or ribbon)
Use the resulting pop-up to select the picture
Right click the picture on the slide
Select "Order" from pop-up
Click "Send to back"
Adjust the picture as necessary so it won't make foreground text hard to
read
