PPBES and Project

All of the threads I have looked at deal with Project doing projects. I am
trying to use Project to look at dependencies in the PPBES. My almost totally
ignorant "MS Project perspective" is that Project is round peg and PPBES is a
round hole as PPBES is an ongoing process, ad infinitum.

Does anyone have insight, or can point me in the direction to get some help?

Since no one else has replied since early this morning, I'm guessing no
one else knows what PPBES is either!

Sorry. The government...espcially the DOD and NOAA are using a busineess
process called: Planning, Programming, Budgeting, and Execution Sytem
(PPBES). Nothing magic...but it is a well established in the government.

It's obviosly cyclic, with no project start or stop date.
