prevent adjacent fields from shifting when entering data in a FOR.

I've set up a template that has form fields. I've locked the form so it
can't be modified. When entering data into the fields, adjacent fields get
shifted over to the right.
What I want is everything to stay on the page where it is. I've limited the
input lengths of the fields without much success.

Most users find it most satisfactory to put the form fields in a
(borderless) table with exact cell height and width.
