"Printed Watermark" is grayed-out. How do I correct this?

I'm trying to create a watermark for a document. I've followed the
instructions in the knowledge base and the office assistant tells me the same
thing. However "printer watermark" under Format -> Background is grayed out.

What am I doing wrong?
