Private is checked automatically when adding new contact.

Outlook 2002, when I add a new contact and save it
Outlook automatically makes the new contact private by
putting the check mark to make it private. How do I
change this so when I save and close a new contact it is
not automatically made private. I have looked in tools,
help, etc. and have not been able to find a solution.
