Problem access mail cross IP segments+Error 8004010F after reinstall client Outlook 2003

Hi, I actually have 2 problems here:

1) The company I work for have 2 subnet with the head office intranet
using x.x.2.x (ip range from x.x.2.0 to x.x.2.255) and the local office
intranet using x.x.0.x. They are linked by using 2 VPN routers. The
tunnel is up 24/7 as long as both offices' internet is working.

Now, the exchange server is using the ip x.x.2.2, an user uses a laptop
can access his mail if he is under the intranet x.x.2.x. However, when
he is under the intranet x.x.0.x, he can no longer access his mails.
(note: I did make sure that the user can "ping" and get an reply from
the exchange server.)

I thought that as long as the user can "ping" the server, he should be
able to access the mails. The only port that I block are TCP 445 and
135 which should not have anything to do with POP3. Since a tunnel has
been established by the 2 VPN routers, I don't think that the mails
would be blocked by my ISP - not sure here, but my ISP kept telling me
that they ain't blocking anything -

Can someone please tell me why is this happening?

2) 2 of the company users recently decided to reformat and reinstall
everything on their computer, after they reinstalled Outlook 2003, they
start to get Error 8004010F stating that an object is not found
(something like that) which they never seen before prior of reinstall.
All other users do not have this problem either.

Does anyone know how can I fix this problem?
