Problem installing FP 2003

I installed the beta of FP 2003 to try it out, but I keep
getting an error everytime I try to run it. I
uninstalled, reinstalled to no avail.

The error message is:

The procedure entry point?
UDC_LOCATION_STS_URL@CUDCDoc@DDW@@@2QBGB could not be
located in the dynamic link library fpcutl.dll.

What is this about?
